(1) Vendor needs to provide title decision maker (hearing officer) and advisory services to the government authority located in Radford, VA.– Respectfully, efficiently and effectively oversee and manage the hearing process.– Make and clearly communicate determinations of responsibility supported by sound reasoning and analysis.– Oversee and facilitate appropriate cross–examination in accordance with established procedures.– Maintain control of the hearing process, including effectively managing situations where parties may have unequal representation– Conducting cross–examinations on behalf of a party at the live hearing. Cross examination must be conducted directly, orally, and in real time by the advisor.– Asking relevant questions and follow–up questions of the parties and witnesses, consistent with established procedures and evidentiary standards.– Apply and uphold the presumption of non–responsibility through the process.– Consider both inculpatory and exculpatory evidence in an objective and balanced manner.(2) All questions must be submitted no later than October 30, 2026.(3) A pre–bid meeting will be held on October 20, 2026.(4) The contract period will be for three years.
