EXTRA-73970 - USA (Alexandria, Virginia) - Cost Estimating and Cost Validation Services - Deadline September 1,2026

(1) Vendor needs to provide cost estimating and cost validation services to the government authority located in Alexandria, VA.– Provide objective, independent, and auditable cost estimating and validation services throughout design development, preconstruction, and guaranteed maximum price development for the project.– Present and discuss independent cost analyses, findings, and recommendations related to CM/GC cost information, including current estimate status, variances, cost drivers, risks, contingency considerations, scope impacts, and items requiring direction.– Attend design coordination meetings involving cost, constructability, phasing, procurement strategy, schedule impacts, or other matters affecting the independent estimate, as directed by the project manager.– Monitor recurring cost issues and patterns, and provide leadership with summaries of trends, risks, and potential cost impacts.– Construction sequencing and phasing assumptions.– Design maturity and completeness.– Plan, lead, and facilitate all open book cost coordination meetings with the project team.– Plan, lead, and facilitate six opinion of probable construction reconciliation workshops, consisting of four in–person workshops and two virtual workshops.– Opinion of probable construction cost.– Cost reconciliation and variance reporting.– Schedule analysis and validation support.– Communication and coordination.(2) All questions must be submitted no later than August 14, 2026.(3) A pre–bid meeting will be held on August 10, 2026.
