(1) Vendor needs to provide shuttle and trolley feasibility study service to the government authority located in Cannon Beach, OR. – The study is intended to provide the city with a practical, community–scale evaluation of whether a seasonal shuttle or trolley service could improve visitor and resident circulation, reduce parking and traffic pressures, and provide a useful transportation option without creating an operating burden that is disproportionate to the benefits. – To determine whether a shuttle or trolley service, seasonal or year–round, is feasible for Beach and, if so, identify a realistic service concept that the city could consider implementing through a pilot program or other phased approach.– The study should balance the needs of residents, employees, businesses, and visitors. – It should evaluate whether a service could reduce vehicle trips, improve circulation, reduce pressure on parking, improve access to destinations, and enhance the visitor experience while protecting neighborhood character and avoiding unreasonable demands on City resources.• Existing Conditions and Needs• Demand and Ridership Assessment• Shuttle/Trolley Service Concepts• Vehicle and Infrastructure Considerations• Operations and Management Models• Financial Feasibility and Funding• Stakeholder and Community Engagement• Pilot Program and Implementation Strategy• Case Studies and Best Practices(2) All questions must be submitted no later than September 18, 2026.
