(1) Vendor needs to provide disparity study consulting services to the government authority located in Boston, MA.• The Disparity Study, based on current programs, policies, and data, but is not intended to be overly prescriptive• The Study will focus on examining the participation of the following group of fi rms:– Minority and Woman–owned Business Enterprises (“M/WBEs”),– Small and Small Local Business Enterprises (“S/LBEs”),– Veteran–Owned Business Enterprises (“VOBs”)– Additional certification types may be included1• The Study will consist of several deliverables including, but not limited to:1. Legal Framework Analysis – Identify and evaluate any relevant state or federal issues or court decisions that relate to constitutional challenges of M/WBE programs following the issuance of the 2020 Disparity Study.2. Policy & Program Analysis – Review and evaluation of current procurement and supplier diversity policies, procedures, and initiatives3. Market Analysis – The geographic area in which the City acquires goods and services4. Availability Analysis – Availability of ready, willing, and able M/WBE, S/LBE and VOB vendors in the geographic market area.5. Qualitative Analysis & Community Engagement – Anecdotal evidence of barriers & discrimination to supplement statistical findings.6. Utilization Analysis – Percentage of dollars expended on contracts with available M/WBEs, S/LBEs and VOBs.7. Disparity Analysis – comparison of utilization against availability.8. Draft Disparity Study & Final Report, including presentations on content, methodology, and findings.(2) The contract period will be for five years.(3) Pre–bid meeting will be held on July 15, 2026
