De gemeenten Alkmaar en Dijk en Waard zijn op grond van de Wet maatschappelijke ondersteuning 2015 (Wmo 2015) verantwoordelijk voor het bieden van passende ondersteuning aan inwoners die niet op eigen kracht een veilige en toegankelijke woonomgeving kunnen realiseren. Wanneer een inwoner door beperkingen geen trap meer kan gebruiken, kan een traplift noodzakelijk zijn om de woning bereikbaar en leefbaar te houden. In dat geval heeft de gemeente de plicht om een maatwerkvoorziening, lees traplift, te verstrekken die deze zelfredzaamheid waarborgt. .
