(1) Vendor needs to provide civilian job classification and compensation study services to the government authority located in St. Louis, MO.• Provide benchmarking against comparable public employers, internal equity analysis, employee slotting and transition planning, an administration manual with plan maintenance procedures, and recommendations for maintaining future market competitiveness.• Conduct a job analysis of each civilian position using position description questionnaires completed by employees and reviewed by supervisors, supplemented by individual or group interviews and on–site job audits as necessary to document the duties actually performed.• Review all current civilian job descriptions and prepare revised job descriptions that reflect actual job duties, essential functions, and minimum qualifications.• Much of the analysis shall specifically evaluate positions currently allocated to the clerk typist classification and any related broad clerical classifications, and shall recommend reallocation of those positions to classifications that accurately reflect the work performed.• Develop a recommended civilian classification plan, including class specifications, class titles, and class series or job families, using a documented job evaluation methodology that establishes internal equity among civilian positions.• Identify the process to be used in collecting salary data from the comparison entities and any process or technique to normalize the data between comparison entities of differing sizes or service levels.• Identify the process to be used in collecting data on major fringe benefits, including but not limited to pension, health insurance, dental insurance, vision insurance, life insurance, vacation benefits, sick leave, and other leave policies, sufficient to support a total compensation comparison against the comparison entities.• Identify and recommend solutions for salary compression, for employees paid above or below their recommended range, and for any internal equity adjustments required by the recommended structure.• Provide sample documents to be used to communicate the compensation system change to current employees, and a summary document to communicate the full compensation system to current and future employees, both to be provided in reproducible hardcopy and electronic copies.(2) A contract period will be for three years.
