(1) Vendor needs to provide investment consulting services to the government authority located in St. Paul, MN. • Prepare comprehensive reviews and analyses of the investment policies established for the Combined Funds and each fund managed by the SBI, and recommend changes where appropriate.• Assist in developing or updating a comprehensive written Investment Policy Statement (IPS) as requested, incorporating best practices from comparable public pension plans• Provide technical assistance in analyzing the investment characteristics of applicable asset classes and underlying investments for each fund managed by the SBI.• Assist in the consideration of any potential new asset classes, evaluating risk–return profiles, implementation challenges, and fit within the overall portfolio.• Advise in the development of guidelines and procedures for rebalancing the asset mix of each fund and for evaluating the effectiveness of such procedures• Discuss and assess macro–economic trends, market dislocations, and geopolitical factors that may affect the SBI's investment program, presenting findings at Board and meetings as appropriate.• Assist in developing liquidity management frameworks, including identification of liquid, semi–liquid, and illiquid portfolio segments and their respective roles in meeting nearterm cash flow obligations(2) All the questions must be submitted no later than July 24, 2026.
