(1) Vendor needs to provide investment advisory services and arbitrage services to the government authority located in Galveston, TX.– Provide investment, depository and arbitrage services related to the investment of city funds.– Including the execution of securities, purchases or sales for the city’s operating and bond funds, investment advice, investment reporting, and review of the city’s investment policy and procedures.– Provide nondiscretionary portfolio management services for the city’s $100+ million investment portfolio.– Investment Advisor:• Review the present investment management procedures and documentation and propose improvements.• Assist in developing and implementing investment strategies that will enhance portfolio performance under current and anticipated changes in market conditions within the parameters of established investment policies and cash flow needs.• Provide daily, timely assessments of the market including market reaction to economic events.– Arbitrage Services:• General review of all outstanding bond issues to create a schedule to identify all arbitrage computation dates and associated IRS filing deadlines.• Data collection, review and analysis to support the necessary calculations and reports.• Computation and verification of the allowable yield limit for each issue.• Preparation of the report summarizing the results of the calculations, the calculation method used, assumptions, and conclusions.(2) All the questions must be submitted no later than September 24, 2026.
