(1) Vendor needs to provide expand homeownership opportunities service• Agency seeks to expand homeownership opportunities for homebuyers across Massachusetts through lower–cost manufactured, modular, or other innovative construction methods, along with lower–cost development–period financing• To make Awards to projects that deliver quality, code–compliant, owner–occupied starter homes; ensure fair and equitable marketing and lottery selection; and sell homes at a cost to minimize subsidy, enabling repayment.• Development Type: Fee–simple single–family homes or condominium ownership with professional management• The homes may be detached single–family homes or attached homes, including duplexes and town homes.• The Sponsor must convey to the buyer ownership of both the home and the underlying land, either through individual ownership, or for condominium units, through ownership of the unit and an undivided ownership interest in the underlying land.• Project Closeout– Upon completion of construction and sale of the homes, the Sponsor will be responsible for satisfying all final reporting, compliance, and loan payment obligations for agency review and approval, including:1. Submitting documentation demonstrating completion and the sale of each home.2. Certifying final project costs and compliance with the loan documents and all applicable agency requirements.3. Satisfying any other conditions required by agency to close out the Award(2) The contract period will be for one year.
