REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) REPUBLIC OF LEBANON Lebanon Renewable Energy and System Reinforcement Project (P180501) Loan No.: IBRD-97310 Assignment Title: External Financial Auditor Reference No.: LB-LRA-556886-CS-LCS 1. Background The Ministry of Energy and Water (MOEW), through Electricité du Liban (EDL) and the Litani River Authority (LRA), is implementing the Lebanon Renewable Energy and System Reinforcement Project (P180501) , funded by the International Bank for Reconstruction and Development (IBRD). An IBRD loan in the amount of US$250 million was approved to enable cleaner, more reliable, and efficient grid electricity services in Lebanon. This Project is the first in a Series of Projects (SOP) aimed at supporting the broader recovery and development of Lebanon’s electricity sector. The first operation under the (SOP) will contribute to restoring basic functionality of the electricity network through: Rehabilitation and reinforcement of the electricity transmission network Improvement of EDL operating systems Rehabilitation of LRA hydropower plants and improve Qaraoun Dam safety. Increasing the share of utility-scale solar PV The SOP will also strengthen network resilience and integrate climate and disaster risk mitigation measures identified during screening to ensure long-term sustainability of investments. 2. Objective of the Assignment The consulting services (“the Services”) consist of providing external financial auditing services to the Litani River Authority (LRA) for Components 2.2 and 3.2 of Project P180501(Loan Amount = US$ 30 million). Qualification and Experience Requirements LRA invites eligible Audit Firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must demonstrate that they possess the required qualifications and relevant experience. Shortlisting Criteria: The Auditor shall: Be registered as a Certified Public Accountant with the appropriate professional body in the country and within the Ministry of Finance. Have at least 10 years of relevant experience , including auditing major projects financed by donors, international organizations, and government entities. Maintain a system of quality assurance in accordance with international standards. Ensure adequate staffing with qualified professionals holding internationally recognized certifications (CPA, CA, ACCA). Demonstrate substantial experience in auditing donor-funded projects. Ensure continuing professional education emphasizing auditing standards, work paper techniques, and audit documentation. Apply internationally accepted audit principles, whether conducted by private or government auditors. Maintain a system of quality control that provides reasonable assurance that audit engagements comply with applicable professional and regulatory standards. 4. Conflict of Interest Interested Consultants should refer to Section III, paragraphs 3.13, 3.15, and 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers (February 2025), which set forth the World Bank’s policy on conflict of interest. 5. Selection Method The Consultant will be selected in accordance with the Least Cost Selection (LCS) method as set out in the World Bank’s Procurement Regulations for IPF Borrowers (February 2025). 6.
