The Ministry of Digitalization and Public Administration /Agency of Information Society has received financing from the World Bank toward the cost of the Strengthening Digital Governance for Service Delivery Project (SDGSDP) , and intends to apply part of the proceeds toward payments under the contract for Overhaul of Government network core infrastructure. 2. The Ministry of Digitalization and Public Administration /Agency for Information Society, now invites sealed Proposals from eligible Proposers for: Government network core infrastructure. The strategic objective of the Government of Kosovo (GoK), under Strategic Objective 3 of the Digital Agenda 2030, is to strengthen digital governance and modernize public administration by enhancing data-driven decision-making, transparency, and institutional efficiency. A key activity for achieving these objectives is the enhancement of the Government Core Network Infrastructure, which will provide a secure, resilient, and service-oriented digital backbone. This infrastructure will support the delivery of digital public services, improve operational resilience, and ensure alignment with EU standards and international best practices. 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers November 2020 (“Procurement Regulations”) and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % and for Bid cost: 40 %. 5. The request for proposals document in English language will be received upon the submission of a written application (e-mail) to the address below. 7. Proposals must be delivered to the address below on or before 14.00h Kosova time on July 30, 2026. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” the envelopes marked ‘Financial Part’ will not be opened in public, but in the presence of a probity auditor appointed by the Purchaser as specified in Clause 33.1, Option 2 of RFP. 8. All Proposals must be accompanied by a Proposal-Securing Declaration . 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document. 10.
