(1) Vendor needs to provide architectural design services and feasibility study services to the government authority located in Irving, TX.• Determine the feasibility of adapting the existing vacant facility for use as a domestic violence shelter• Identify facility requirements necessary to support a new service model• Ensure compliance with applicable codes, safety standards, and best practices• Evaluate long–term operational efficiency, scalability, and service effectiveness• Develop a defensible, data–driven recommendation to guide investment decisions• Assess whether the existing facility can be renovated and expanded to meet current and future needs• Evaluate the feasibility of constructing a new facility• Provide order–of–magnitude cost estimates and comparative analysis• Develop a clear, data–driven recommendation to inform City decision–making– Needs Assessment & Programming• Facilitate stakeholder meetings• Identify current and projected service needs• Develop a space needs program, including:o Shelter capacityo Counseling and intake areaso Administrative spaceo Security and controlled access requirements– Renovation Feasibility Option• Develop conceptual layouts for renovation/expansion of the existing facility• Identify constraints and risks• Provide high–level schedule considerations• Prepare planning–level cost estimate(2) All question must be submitted no later than June 18, 2026.
