REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) REPUBLIC OF THE GAMBIA The Gambia Water and Sanitation Project (WASAP) Project ID: P513113 Assignment Title: Consultancy Services for Feasibility Studies, Detailed Engineering Design, Procurement Support, Construction Supervision, and Defects Liability Support for Urban Water Supply Systems in Kombo East and Urban Sanitation Infrastructure in Kotu and Banjul Reference No.: GM-NAWEC-565968-CS-QCBS The Republic of The Gambia has received financing from the World Bank toward the cost of the Gambia Water and Sanitation Project (WASAP) and intends to apply part of the proceeds for consulting services for Feasibility Studies, Detailed Engineering Design, Procurement Support, Construction Supervision, and Defects Liability Support for Urban Water Supply Systems in Kombo East and Urban Sanitation Infrastructure in Kotu and Banjul. The Greater Banjul Area is the country’s principal urban and economic center. Urban water services face major challenges including production constraints, intermittent supply, ageing infrastructure, limited storage capacity, and high levels of non-revenue water. Similarly, sanitation services in Banjul and Kotu are constrained by deteriorated sewerage assets, underperforming wastewater treatment facilities, and inadequate fecal sludge management infrastructure. WASAP will support the Government of The Gambia in addressing these challenges through investments aimed at improving service coverage, reliability, resilience, and sustainability of water supply and sanitation services. The assignment will support the preparation and implementation of priority investments in urban water supply and urban sanitation infrastructure, including: Urban water supply investments in Kombo East and Brikama East comprising boreholes, treatment facilities, storage reservoirs, transmission pipelines, distribution networks, household connections, SCADA systems, and power supply facilities; and Urban sanitation investments including rehabilitation and expansion of wastewater and sewerage infrastructure in Kotu and Banjul, fecal sludge treatment facilities, pumping stations, and associated infrastructure. Scope of the Services The consulting services will be undertaken in five phases: Phase 1: Feasibility Study Review existing studies, plans, records, GIS data and infrastructure information. Conduct socio-economic, service area, demand and affordability assessments. Undertake detailed feasibility studies for urban water supply and sanitation investments. Assess climate resilience, environmental and social requirements, institutional arrangements, technical options and implementation strategies. Conduct economic and financial analyses, including lifecycle costing and investment prioritization. Prepare feasibility reports and preliminary designs. Phase 2: Detailed Engineering Design Undertake topographic, cadastral, geotechnical, laboratory and utility investigations. Prepare detailed engineering designs for: Water supply facilities including boreholes, treatment systems, reservoirs, transmission mains, distribution networks and SCADA. Sanitation facilities include wastewater treatment systems, fecal sludge treatment plants, sewer networks, pumping stations and sea outfall improvements. Prepare design calculations, drawings, technical specifications, cost estimates, bills of quantities, and O&M documentation. Prepare procurement-ready engineering packages. Phase 3: Procurement Support Prepare complete bidding documents and technical specifications. Participate in pre-bid meetings and site visits. Provide support during bid evaluation and contract award processes. Respond to technical clarifications and prepare addenda where required. Phase 4: Construction Supervision and Contract Administration Supervise construction works and administer contracts. Monitor quality assurance, environmental and social compliance, occupational health and safety, cost and schedule performance. Review contractor submissions and oversee testing and commissioning. Support handover and completion. Phase 5: Defects Liability Support Conduct inspections during the defect’s liability period. Verify correction of defects. Support final completion and contract close-out. Duration The estimated duration of the assignment is 46.5 months, including feasibility studies, design, procurement support, construction supervision, and defects liability support. National Water and Electricity Company Limited (NAWEC), through the WASAP Project Implementation Unit (PIU), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Shortlisting Criteria Interested firms should demonstrate: At least 15 years of experience in water supply and sanitation engineering. At least 10 years of experience in feasibility studies, detailed design, and construction supervision of urban water and sanitation infrastructure. Demonstrated experience in water treatment facilities, transmission and distribution networks, reservoirs, SCADA systems, wastewater treatment facilities, sewerage systems, pumping stations, and fecal sludge treatment infrastructure. Successful completion of at least two comparable assignments financed by multilateral development partners within the last seven years. Demonstrated experience in Africa and familiarity with international forms of contract including FIDIC or equivalent. Demonstrated quality assurance, environmental and social management, and occupational health and safety systems. The qualifications and experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a sub-consultancy. In the case of a Joint Venture, all partners shall be jointly and severally liable for the entire contract if selected. The Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank Procurement Regulations.
