(1) Vendor needs to provide federal legislative and executive branch consulting services to the government authority located in San Diego, CA. – Provide federal legislative and executive branch consulting services and representation, with particular emphasis on advancing policy priorities through legislation and direct advocacy with federal officials and funding opportunities, including appropriations requests and federal grants, for the agency. • Work plan: Help to develop and implement a detailed work plan to maximize funding awards and favorable legislation for the agency.– Appropriations, grants and other funding opportunities.– Community and economic development.– Bi–national issues, international issues, and foreign trade.– Municipal revenues and operations.– Affordable housing, neighborhood services, and homelessness.– Infrastructure and public works.• Services and advice: – Representing the agency in directly interacting with the white house, administration officials, and elected representatives and staff persons, federal agencies, boards, commissions and legislative and regulatory bodies.– Advancing and negotiating the agency’s policy priorities through the legislative process by advocating directly with members and their staff, committee staff, and other decision–makers necessary to pass legislation.– Maintaining and strengthening relationships with high level administration and congressional members and staff to provide for proactive coordination on shared priorities.(2) All the questions must be submitted no later than July 27, 2026. (3) The contract period will be for five years.
