Substance Use Disorder Narcotic Treatment Program and Medication Assistance Treatment Service Providers

The San Benito County Behavioral Health Department herein after "County" is soliciting proposals from qualified agencies to provide comprehensive substance use disorder (SUD) Narcotic Treatment Program (NTP) and Medication Assisted Treatment (MAT) services to adult and adolescent clients. The purpose of this Request for Proposals is to seek proposals from providers who specialize in evidence-based treatment modalities for individuals suffering from substance use disorders, and to assist in substance use treatment, and recovery to reduce the impact of substance use and addiction on individuals, families and our community. All agencies submitting a proposal shall provide administrative and direct program services to County’s Medi-Cal clients as defined in Title 9, Division 1, Chapter 11 of the California Code of Regulations. For clients under the age of 21, the Contractor shall provide all medically necessary SUD services required pursuant to Section 1396d(r) of Title 42 of the United States Code (Welfare & Institutions Code 14184.402 (e)). The primary goal of the program is to offer services to those in need of stabilization as a result of use from alcohol and/or other substances and to help each individual become stable so they can function in the community with coping skills necessary for recovery. The program shall provide evidenced based practices for each substance use disorder service. Services are in congruent with the Drug Medi-Cal Organized Delivery System (DMC-ODS) requirements. San Benito County has a population of approximate 67,000 residents, inclusive of two incorporated cities, the City of Hollister, and the City of San Juan Bautista. The County is located 30 minutes of Monterey Bay and 45 minutes south of San Jose, and is a General Law County that operates under a County Board of Supervisors, a County Administrative Officer, and elected and appointed Department Heads.
