(1) Vendor needs to provide third party administrator services employee benefits and supplemental retirement plans.– Services include Section 125 cafeteria plan administration, flexible spending accounts, common remitter, online benefits enrolment, 403(b), 457(b) and FICA Alternative plan administration, benefits consulting, and voluntary insurance products.– Employee Benefits Administration: Section 125 cafeteria plan, flexible spending accounts, health savings accounts, COBRA, self–insured dental plan administration, voluntary benefits, enrolment, and common remitter services. – Health care and dependent care FSA administration. – Debit card, claims substantiation, and reimbursement processing. – Run–out and carryover or grace–period administration. – Account setup, contribution processing, and employee debit cards. – Online enrolment platform for all District benefits, including TRS–Active Care elections. – Benefits counsellors for new hires and annual enrolment, on campus and remote. – Employee call center and online support, with stated hours and response times. – HIPAA privacy and data security safeguards. – Online account access, education, and enrolment support.
