(1) Vendor needs to provide open space management plan services to the government authority located in Adams, CO.– Assumptions / Dependencies1.Upon award the City will provide the Consultant with existing relevant data and documentation, including but not limited to GIS data, base maps of open space parcels, current noxious weed plan, existing trail plans, and any relevant stormwater or floodplain data.2.The Consultant shall be responsible for identifying any additional data collection needed beyond what the City providesA. Vision and GoalsB. Inventory Assessment1. Thorough accounting of all open space acreage, including all land cover types, existing infrastructure (trails, signage, etc.), and natural resource conditions.C. Natural Resource ManagementD. Recreation and Access1.Trail systems, signage, permitted uses, managing carrying capacity and visitor experience.E. Land Stewardship and Acquisitions1.Criteria for future land acquisition, conservation easements, and partnerships.F. Operations and Maintenance1.Staffing models (rangers, volunteers, contractors, city maintenance staff), maintenance schedules, equipment needs, and service level standards.G. Funding and Finance1.Recommended sources of funding.– A qualified ecologist or wildlife biologist with demonstrated experience in habitat assessment, restoration planning, and wildlife connectivity analysis in Colorado or similar semi–arid/prairie ecosystems– Map and prioritize invasive plant species presence and cover.(2) All question must be submitted no later than October 28, 2026.
