(1) Vendor needs to provide feasibility, design and cost services to the government authority located in St. Berwyn, IL. • Provide comprehensive professional services necessary to evaluate the existing aquatic facility, assess future operational and community needs, and develop conceptual recommendations for the renovation, expansion or replacement of the agency's outdoor public pool facility and associated amenities.1. Site and Existing Conditions Assessment– Evaluation of the existing pool structure, aluminium liner system, deck conditions, terrace areas, support buildings, utility infrastructure, and surrounding site features– Review of site circulation, access points, drainage, parking, patron flow, and operational functionality– Identification of physical constraints and opportunities associated with maintaining or expanding the current facility footprint2. Structural and Mechanical Systems Evaluation o Assessment of existing mechanical, filtration, circulation, plumbing, electrical, and operational systems– Evaluation of the remaining useful life of existing systems and identification of deficiencies requiring replacement– Recommendations regarding reuse versus replacement of existing infrastructure components3. Code, Accessibility, and Regulatory Compliance Review– Review of applicable federal, state, and local regulations affecting the project4. Financial Analysis and Cost Modelling– Development of preliminary cost estimates for multiple project approaches and design concepts– Identification of anticipated soft costs, hard costs, contingencies, escalation factors, and operational considerations– Evaluation of phased implementation options and long–term lifecycle considerations5. Risk, Environmental, and Site Constraint Analysis– Identification of environmental, operational, scheduling, or construction related risks associated with redevelopment of the facility– Evaluation of constructability challenges, utility conflicts, drainage concerns, supply chain/ lead time issues and other site limitations– Recommendations regarding project sequencing and operational continuity considerations during construction(2) All the questions must be submitted no later than September 2, 2026. (3) A non–mandatory pre–proposal meeting will be held on August 27, 2026.
