(1) Vendor needs to provide cloud–based public health preparedness and response information system • Public health and medical preparedness and response program information system that will replace several current systems to one cloud–based system, including software, hosting, disaster recovery, implementation, training and maintenance for use by the agency.• Incident Management – an electronic incident command system (ICS) that adheres to the National Incident Management System (NIMS) framework and ICS guidance and is adapted for public health and healthcare use• Inventory management – a system for tracking inventory at the state and local level, including personal protective equipment, supplies, and equipment.• Patient tracking – electronic system for the tracking and movement of triaged patients in the event of a mass casualty situation.• Bed availability tracking – electronic system for tracking hospital and healthcare bed types available daily by facility as well as facility situational assessment data.• System shall be capable of being used for multiple real world and drill and exercise events simultaneously• System can manage related incidents in a hierarchical incident structure.• Ability to be enhanced to implement changing technical and business requirements.• Ability or limitations for migrating solution elsewhere in the future with regard to either party terminating services.• Solution integrates with Active Directory (password management, user provisioning, role–based security). • Migrate or extract the data to another application or storage system, including API, SQL Interface, Batch Export format, etc. also include file formats, data migration requirements, encryption, specific products required, etc.(2) All the questions must be submitted no later than October 8, 2026.
