(1) Vendor needs to provide transportation system plan update service to the government authority located in Salem, OR. • TSP (transportation system plan) must identify an integrated network of multi–modal transportation facilities and services consistent with adequate to support development of the city’s existing and planned land uses over a twenty–year planning horizon.• A transportation system funding and financing strategy to support the development of the identified transportation system• Identify solutions addressing safety that advance the city commitment to vision zero;• Identify, map, and assess existing roadway, bicycle, pedestrian, transit, air, and rail facilities• Preserve the function and capacity of transportation facilities to support the economy and movement of goods.• Standards and solutions to develop a safe, efficient, multi–modal transportation network based on the needs of existing and planned land uses
