(1) Vendor needs to provide legislative and regulatory services to the government authority located in San Carlos, CA.• Work closely with staff to engage with regulatory agencies and lawmakers on implementation of agency and other designated high–priority related laws that have been adopted.• Assist agency with support on rulemaking and implementation of agency sponsored legislation that has been adopted.• Lobby the legislature in support of agency’s positions, including monitoring legislation, submitting position letters, representing the agency on selected bills and legislative issues at hearings.• Provide strategic and political advice as needed to agency staff on priority issues to the agency.• Explore opportunities for the agency to sponsor or engage with legislation to address priority issues and/or raise agency’s profile in agency.• Work with authors and supporters to develop lobbying strategies for agency sponsored or high priority supported legislation.• Provide regular legislative updates and tracking of legislation, including for agency’s Board of Director and Legislative Committee meetings.• Identify other legislative issues or regulations and proposals of potential interest to the agency, especially related to impacts to the agency’s facility and other programs that may come from the Bay Area Air Quality Management District or Regional Waste Quality Control Board and other agencies or priorities as adopted in the Legislative and Regulatory Platform.• Attend meetings as requested by agency staff, including the agency’s Legislative Committee meetings. – This commitment includes attending about 10 Legislative Committee meetings a year and at least two Board meetings. The committee meetings can be joined Virtually. The annual Board retreat is an in–person session.• Staff the Zero Waste Now coalition of like–minded agencies in California to help advocate for a set of waste policies and priorities.(2) The contract period will be for one year.
