Specific Procurement Notice Request for Bids Plant Design, Supply and Installation ( Two-envelope Bidding Process, Without Prequalification) Employer: JSC National Electric Grid of Uzbekistan Project: Electricity Sector Transformation and Resilient Transmission (ESTART) Contract title: Modernization and upgrade of main grid substations: Gulcha SS 220 kV, 0 SS 220 kV, Gornaya SS 220 kV Daugiz-Tau SS 220 kV . The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Electricity Sector Transformation and Resilient Transmission (ESTART) Project, and intends to apply part of the proceeds toward payments under the Contract for Modernization and upgrade of main grid substations: Gulcha SS 220 kV, 0 SS 220 kV, Gornaya SS 220 kV Daugiz-Tau SS 220 kV. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The JSC National Electric Grid of Uzbekistan (NEGU) now invites sealed Bids from eligible Bidders for Modernization and upgrade of main grid substations: Gulcha SS 220 kV, 0 SS 220 kV, Gornaya SS 220 kV Daugiz-Tau SS 220 kV . The Bidders’ qualification requirements include: The qualification requirements for bidders, including General Experience, Specific Experience, Financial Capabilities, and other requirements set out in Section III of the RFB, shall apply. In the event of any discrepancy between the requirements stated herein and those specified in Section III of the RFB, the provisions of Section III shall prevail . General Experience: Experience in Energy sector under contracts in the role of contractor, subcontractor or management contractor for at least the last ten (10) years starting 1st January 2016. Specific Experience: Participation as a contractor, joint venture member[1], management contractor, or subcontractor, in at least two (2) contracts each with a value of at least USD 22,400,000.00 (Twenty-two million and four hundred thousand United States Dollars) or one (1) contract with a value of at least USD 42,000,000.00 (Forty-two million United States dollars) within the last ten (10) years (2016-2025), that have been successfully and substantially[2] completed and that are similar to the proposed Plant and Installation Services. The similarity of the contracts shall be based on Design, supply, installation, modernization/rehabilitation testing, and commissioning of 220 kV or above substation. For the above or other contracts executed within the last ten (10) years, a minimum experience in the following key activities: Preparation of detailed engineering design for the modernization of at least two (2) 220 kV (or above) substation. Supply and installation of major Plant and Equipment: Autotransformer, instrument transformers, relay protection, and automation devices, circuit breaker, and disconnectors for 220 kV (or above) Substation. Supply and installation of at least two (2) transformer units rated at a minimum 220 kV and not less than 200 MVA each. Design, Installation, and Commissioning of relay protection devices and secondary equipment & control cabinets for 220 kV (or above) substation for at least two (2) substations. Design, Installation, and Commissioning for HF equipment and Emergency automation (220 kV and above) substations for at least two (2) substations. Financial Capabilities: Submission of audited balance sheets or if not required by the law of the Bidder’s Country, other financial statements acceptable to the Employer, for the last five years 2021-2025 to demonstrate the current soundness of the Bidders financial position and its prospective long-term profitability. Minimum average annual turnover of USD 28,000,000.00 (twenty-eight million United States Dollars) , calculated as total certified payments received for contracts in progress and/or completed within past three years (2023-2025) , divided by three. Access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement: USD 5,600,000.00 (Five million six hundred thousand United States Dollars) and (ii) the overall cash flow requirements for this contract and its current commitments. Experience in managing ES aspects Experience as prime contractor, joint venture member, or Subcontractor between 1st January 2021 and Application submission deadline, in managing ES risks and impacts in the following aspects: 1. Assessment and Management of Environmental and Social Risks and Impacts. 2. Labour and working Condition. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): [ 50% ] and for Bid cost: [ 50% ]. 6. Bids must be delivered to the address below on or before September 4, 2026 at 11:00 Tashkent time . Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on September 4, 2026 at 11:00 Tashkent time . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Employer until the second public Bid opening. 8.
