(1) Vendor needs to provide special education program review services to the government authority located in Westport, CT.– Conduct a comprehensive, independent, system–level review of the district's pk–12 special education programs and services, including transition and 18–22 programming where applicable.– Provide evidence–based findings and a focused set of practical, prioritized recommendations.– Provide a comprehensive initial data and document request and an efficient process for supplementing requests as questions emerge.– Provide a detailed project management plan identifying milestones, responsible parties, onsite and virtual work, meeting cadence, decision points, dependencies, risks, and mitigation strategies.– Review relevant district policies, procedures, program descriptions, organizational structures, staffing models, caseloads and workloads, service schedules, professional learning materials, communications, and other documents needed to understand current practice.– Analyze patterns by school level, program, disability category, placement type, and other relevantvariables where data quality and privacy rules permit.– Benchmark selected data and practices against data, district reference group data where appropriate, comparable districts, state trends, and evidence–based best practices.– Design, administer, analyze, disaggregate, and report a districtwide survey of all families ofstudents with disabilities.– Provide response–rate strategies for both surveys that may include advance communications, reminders, accessible formats, mobile compatibility, language access, and other appropriate participation supports.– School visits and classroom and program observations.(2) All questions must be submitted no later than August 21, 2026.
