(1) Vendor needs to provide comprehensive compensation study services to the government authority located in Rochester Hills, Michigan.• Conduct a competitive market analysis of base compensation and benefits. • Review current city job descriptions to identify precise, accurate benchmarks across comparable public and private sector entities.• Provide a comparative historical, current, and projected trend analysis of “across–the–board“ or Cost of Living Adjustments (COLA) utilized by benchmarked organizations• Execute a comprehensive market comparison and gap analysis of the City’s entire “Total Rewards“ package.• Health benefits (medical, dental, vision, and supplemental plans), leave structures (vacation, holidays, and other paid time off banks), and retirement offerings (Defined Contribution pensions, Retirement Health Savings accounts, and equivalents)• Identify and recommend tailored pay, premium, or compensation strategies for key, historically difficult–to–fill positions to improve recruitment and talent retention.• Deliver strategic best practices and actionable recommendations for managing compensation, incentives, or retention strategies for employees who have reached the maximum step of their current pay grade.• Prepare a comprehensive final report for administrative review, present key findings and recommendations to city council for formal adoption, and deliver hands–on implementation support.• Provide as–needed technical support, classification troubleshooting, and advisory services during the immediate post–implementation phase.(2) All questions must be submitted no later than July 9, 2026.
