REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT) Country: Ethiopia Name of Project: The Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project Grant No : P180117 Assignment Title : Principal Data Analyst for the African Programme on Aviation Data (APAD) Reference No. ET-AUC-568151-CS-INDV The African Union Commission has received financing from the World Bank toward the cost of The Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the day-to-day management, quality assurance and analytical use of aviation data across APAD. The Principal Data Analyst leads the APAD reporting architecture, data-quality framework, analytics and dissemination products, and the functional coordination of the APAD data platform, and provides technical recommendations to the Director of Air Transport. Specific tasks include: Leadership of APAD aviation statistics and reporting architecture Lead the design and maintenance of the APAD reporting architecture, including data flows, indicator frameworks, definitions, standard templates and reporting cycles, aligned where relevant with ICAO, AU and international standards. Oversee the regular collection and consolidation of aviation data from States, RECs and partner institutions, and set priorities and standards for completeness, timeliness and comparability. Strengthen reporting through ICAO statistical forms and other agreed instruments, and oversee the APAD submission workflow, evidence tracking, scorecards, annual reporting calendar and escalation process. Data quality, governance and standards Lead the APAD data-quality framework, including validation rules, quality checks, metadata, definitions and quality-assurance procedures. Identify anomalies, gaps and inconsistencies, decide on corrective actions, and oversee their implementation with data providers and the Assistant Data Analyst. Contribute to APAD data governance arrangements, including roles, responsibilities, submission protocols, confidentiality and information-security practices. Analytics , reporting and dissemination Lead the production of statistical tables, analytical briefs, dashboards, snapshots and State reporting performance summaries at State, group-of-States, REC and continental levels. Lead AFCAC statistical bulletins, annual aviation statistical reviews, thematic briefs and evidence notes, and quality-assure outputs prepared with support from the Assistant Data Analyst. Define and track corporate and programme key performance indicators, including BIASHARA / SAATM results indicators. APAD platform functional coordination Lead the functional coordination of the APAD aviation data platform, database and portal, translating APAD requirements into functional specifications in coordination with AFCAC IT, the consultancy firm and data providers. Coordinate platform requirements, validation workflow, user roles, access rights, hosting and security arrangements from a functional and data-governance perspective. Oversee the integration of datasets, metadata, dashboards and dissemination tools, and confirm that platform outputs meet APAD reporting and quality requirements. Support to Member States and RECs Lead capacity-building activities (workshops, clinics, on-the-job guidance) to strengthen Member State and REC reporting practices and the use of AFCAC / APAD tools. Represent APAD in technical missions, meetings and technical assistance activities as delegated by the Director of Air Transport. Supervision and guidance of the Assistant Data Analyst Plan, assign, guide and quality-assure the work of the Assistant Data Analyst, including data collection follow-up, data cleaning, submission tracking and documentation. Set priorities and standards, review outputs, and support the professional development and effective performance of the Assistant Data Analyst. The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expression of Interest. The African Union Commission now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Advanced university degree (Master’s or equivalent) in Statistics, Data Science, Economics, Transport Economics, Information Systems, Mathematics, Computer Science or a related field. A minimum of seven (7) years of progressively responsible professional experience in data management, statistics, analytics, monitoring and evaluation, or related work, including experience in a lead or senior technical role; experience in aviation or transport is a strong asset. Relevant experience in aviation, transport, public policy or economic regulation, and in working with international, regional or intergovernmental organizations, will be a strong advantage. Demonstrated experience working with multi-country datasets, reporting systems or institutional statistics programmes, and in supervising technical staff or service providers, is highly desirable. Strong knowledge of statistics, data management, quantitative analysis and data governance, preferably applied to transport, aviation, regulation or public-sector programmes. Experience with aviation statistical reporting, including ICAO statistical forms and State reporting systems, is a strong advantage. Proven ability to design and lead data-quality frameworks, reporting architectures and analytics products. Functional understanding of data platforms, databases, interoperability and information security sufficient to coordinate platform requirements with IT teams and service providers. Proficiency with spreadsheets and at least one statistical or BI / visualization tool (e.g. R, Python, Power BI, Tableau or similar). Demonstrated experience in coordinating or supervising staff, consultants or technical service providers, including deliverables tracking and quality review. Excellent drafting skills for technical notes, procedures, briefs and reports. Strong leadership, coordination and stakeholder-engagement skills; ability to work with senior management, Member State focal points, RECs and partner organizations. Ability to work effectively in a multicultural and multilingual environment. Organizational Setting AFCAC is the Executing Agency for the Yamoussoukro Decision and supports the realization of the Single African Air Transport Market (SAATM), contributing to the African Union Agenda 2063. Within this mandate, AFCAC must provide credible, timely and comparable aviation statistics to underpin regulatory oversight, market liberalization, safety and security initiatives, infrastructure planning, and evidence-based policy dialogue at continental and global levels. The African Programme on Aviation Data (APAD) was established to assist AFCAC in providing comprehensive and reliable data for States and aviation stakeholders. To operationalize APAD, AFCAC requires a Principal Data Analyst to serve as the lead technical expert for APAD aviation statistics, reporting, data quality, analytics and platform coordination, and to lead the monitoring and technical support of the APAD consultancy under the BIASHARA project. The Principal Data Analyst is supported by an Assistant Data Analyst, whose work the Principal Data Analyst guides and supervises. 2. Purpose of the Position The Principal Data Analyst is the lead expert responsible for the day-to-day management, quality assurance and analytical use of aviation data across APAD. The Principal Data Analyst leads the APAD reporting architecture, data-quality framework, analytics and dissemination products, and the functional coordination of the APAD data platform, and provides technical recommendations to the Director of Air Transport. The Principal Data Analyst also leads the monitoring and technical support of the APAD consultancy firm under the BIASHARA project and supervises and guides the Assistant Data Analyst. 3. Major Duties and Responsibilities 3.1 Leadership of APAD aviation statistics and reporting architecture Lead the design and maintenance of the APAD reporting architecture, including data flows, indicator frameworks, definitions, standard templates and reporting cycles, aligned where relevant with ICAO, AU and international standards.
