RFP-25-109 Development Impact Fee Auditing - Verification of Eligible Developer Credits

The City of Banning Public Works Department collects Development Impact Fees (DIF) for Traffic Control, Water Facilities, and Wastewater Facilities. Developers within the City have entered into reimbursement agreements with the City of Banning where the developer would install public infrastructure identified with the DIF fee studies in lieu of payment of fees. The City is seeking a qualified professional to review submitted materials for fee credit and/or reimbursement based on the adopted fee studies, capital improvement plans, development agreements, and reimbursement agreements for consistency with those documents and applicable requirements (i.e. prevailing wage payment).
