(1) Vendor needs to provide comprehensive training audit and program development services to the government authority located in Roseville, CA.• Support consistent staff development, regulatory compliance, and long–term workforce sustainability• Conduct a comprehensive analysis of current training practices at the Generation facility, identify training gaps, and develop a standardized Staff Training Program to support onboarding, skill development, compliance, operational excellence, and long‑term workforce sustainability.• Review existing training practices.• Review of informal materials.• Review on–the–job training processes.• Analyzing operator competency expectations, job tasks and role requirements• Conduct interviews and focus groups with Operators, Supervisors and Subject Matter Experts.• Comprehensive initial and continuous training matrix that clearly identifies required competencies• Identify gaps in knowledge, skills, onboarding, qualification structure, continuous training and education.(2) All questions must be submitted no later than September 30, 2026.
