(1) Vendor needs to provide hotel feasibility study services to the government authority located in Ashland, VA.• Demand Study: Sports & Institutional Tourism:– Downtown Ashland Association & Market Ashland Partnership– Richmond Regional Tourism– Randolph Macon College– County Chamber of Commerce– County staff (Planning, Economic Development, Tourism, etc.), Utility partners (Dominion Energy, Virginia Natural Gas, etc.).• Peer Locality Audit:– Effectiveness of performance–based tax grants (e.g., Transient Occupancy Tax rebates).– Public–private partnership models for infrastructure or parking.– Fast–track permitting and fee–waver programs.• Site Assessments:– Conduct physical and economic assessment of 6 candidate hotel development sites 3 of the sites should focus on the suitability for a modern mid to upper scale branded hotel, one of which is within the hospitality incentive district along England street between Interstate 95 and Route 1.– Visibility, access, infrastructure, zoning compatibility, proximity to demand generators, and overall development suitability with findings to be summarized in a comparative matrix.(2) All questions must be submitted no later than July 3, 2026.
