EXTRA-78622 - USA (Gardner, Kansas) - Water and Wastewater Rate Study Services - Deadline November 20,2026

(1) Vendor needs to provide water and wastewater rate study services to the government authority located in Gardner, KS.– The City seeks an analysis that is technically sound, transparent, legally defensible, and grounded in actual system operations, customer usage patterns, and long‑term capital needs.– The Consultant shall conduct a comprehensive Water & Wastewater Cost of Service, Rate Design, and System Development Fee Study.– Cost allocations shall follow standard industry cost–of–service practices.– Provide timely access to all relevant data, systems, records, and personnel necessary for interviews, operational understanding, and model development to ensure the Consultant can complete the study efficiently and accurately.– Review operating costs, fixed and variable components, customer class allocations, billing practices, and system demand patterns. Identify where existing rate structures fail to recover full cost–of–service and quantify required adjustments to meet long–term financial needs.– Review existing rate structures and identify deficiencies related to fairness, cost–reflectiveness, customer behaviour, and alignment with system operations. Develop multiple modernized rate structure alternatives.– Provide analysis comparing key outcomes including revenue stability, equity, transparency, and long–term sustainability.– Compare billing data to production, pumping, treatment, and collection flow records. Identifydiscrepancies and provide an explanation of operational losses and data limitations.(2) All the questions must be submitted no later than November 13, 2026.
