(1) Vendor needs to provide retail market analysis service to the government authority located in Colorado. – Conduct a comprehensive Retail Market Analysis to evaluate local retail demand, assess trade areas, identify market gaps, and develop targeted business recruitment and retention strategies.– Trade Area Definition & Data Collection• Demographic Profiling: Analyse population size, age distributions, household income, and lifestyle habits within defined drive–time, or radius trade areas.• Trade Area Definition: Identify the primary and secondary geographic zones from which a store or district draws its customers.• Consumer Expenditures: Calculate total consumer retail spending potential and identify dollars spent outside the local trade area.• Traffic & Footfall Metrics: Collect and analyse baseline pedestrian and vehicular traffic counts, public transit availability, and parking infrastructure along priority retail corridors to forecast sales and store visibility.– Market Gap Analysis• Supply vs. Demand: Identify specific retail and restaurant categories that are currently underserved or experiencing over–saturation.• Retail Inventory: Provide a vacancy report and assessment of existing commercial spaces (available square footage, rental rates, and parking availability).– Stakeholder Engagement & Site Assessment• Key Interviews: Conduct structured interviews or focus groups with local business owners, commercial property landlords, brokers, city officials, and community leaders.• Site Feasibility: Evaluate priority commercial development or redevelopment sites for their “highest and best use” and physical constraints.– Strategy. Recommendations & Deliverable• Business Recruitment Targets: Identify priority tenant categories and match local demographics with specific regional/national brands or franchise concepts that fit the market.• Retention Strategies: Develop actionable strategies to help existing merchants adapt to modern retail trends and e–commerce shifts.• Final Report & Presentation: Deliver and present a comprehensive, data–rich report for key stakeholders and the agency’s economic development staff summarizing analysis, gaps, and recommendations.(2) Pre–bid meeting will be held on September 9, 2026.
