(1) Vendor needs to provide large outbound campaigns services.1. Establishing a State–Driven Economic Development Brand – to create an open–architecture narrative and framework that industry and economic development partners can co–own, adopt, and champion2. Development and Execution of Outbound GTM Strategy– Develop and execute a statewide outbound/GTM strategy that attracts companies, projects, and various forms of investment. This includes top–of–funnel awareness– Project recommendations should include initial concepts for Paid, Earned, Shared, and Owned media with particular emphasis on tactics related to digital and social media marketing, media relations, and events.3. Development of Measurement and Metrics – Develop clear benchmarks and metrics for the effectiveness of both outbound and in–state efforts.(2) All question must be submitted no later than September 16, 2026.(3) A contract term will be for one year.
