Social Development Specialist-Center of Excellence for Portfolio Coordination Unit (CEPCU) — Somalia Enhancing Public Resource Management Project

GOVERNMENT OF SOMALILAND REQUEST FOR EXPERESSION OF INTEREST FOR CEPCU Social Development SPECIALIST 1. Background The Government of Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services (individual consultant). to develop a lean, portfolio-focused coordination and performance management function that strengthens oversight, reduces implementation fragmentation, and promotes institutional learning across the World Bank-financed portfolio. Therefore, the Ministry of Finance and Economic Development (MoFED) intends to hire an International Social Development Specialist. The Social Development Specialist will fill this gap through portfolio-level advisory support, monitoring, and knowledge transfer. 2. Objective(s) of the Assignment The Social Development Specialist will provide portfolio-level advisory support on social risk management, stakeholder engagement, grievance redress, inclusion, GBV, SEA/SH risk monitoring, and social risk management systems strengthening. The role is intended to strengthen portfolio oversight and institutional capacity and shall not substitute the implementation responsibilities of PIUs and other implementing entities. 3. Scope of Work and Key Responsibilities Support activities designed to manage social risks as elaborated in the ESCP, ESMF, LMP, SEP, , and all other social risk management action plans. Support and advise the PIUs on how to undertake continuous and effective stakeholder and community engagements and consultations, including implementation of the Stakeholder Engagement Plan. Facilitate the immediate reporting of any severe safeguard incidents per the Project Operations Manual and Environmental and Social Incidents Reporting Toolkit protocols, including input to Root Cause Analysis and support to corrective action plan implementation. Develop training materials and conduct capacity development to build staff capacities for effective social risk management at the CEPCU and PIUs/implementing entities. / Develop social risks management tracking system across the portfolio, Compile regular monitoring and reporting on integrated feedback and grievance management and overall project performance on social risk management, including GBV, Sexual Exploitation, Abuse and Harassment (SEA/SH), as input to regular project progress narrative reports and presentations as outlined in the ESCP. Ensure PIU social specialists have a structured way of monitoring and project supervision including implementation of key mission action plans; workshops, consultations, and meetings and where necessary, participate in joint implementation and supervision missions, project-related workshops, consultations, and meetings as required by the World Bank, including travel to project sites throughout Somaliland. Together with the CEPFU Procurement Specialist, support PIUs/implementing entities on how to integrate E&S risk management provisions into procurement activities, ensuring mitigation measures are factored into procurement planning and adequately resourced. Consolidate lessons learned from portfolio implementation and project completion to inform future operations. 4. Selection Criteria The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. Education: An advanced degree in Law, Social Science, Political Science, Human Rights, Development Studies, Gender Studies, or another relevant discipline At least eight (8) years of experience in the social development field, with a focus on stakeholder and community engagement, inclusion, gender and GBV, complaints and grievance management, vulnerable and minority groups, disability, displaced populations, and refugee/returnee influx. Familiarity with the World Bank Environmental and Social Framework (ESF). Fluency in English is required. Good experience managing grievance and complaints systems within a public or private sector programme. Confidence and experience managing inputs to information technology databases. Strong interpersonal skills and commitment to working in teams. Demonstrated capacity to provide on-the-job training on social standards/safeguards and achieve successful knowledge transfer. B. Desirable Broad understanding of Somaliland's policies, laws, and regulations on social issues. Experience working on humanitarian programmes. Master's degree in a relevant subject. C. Reporting and other Deliverables: The Social Development Specialist will report to the Head of CEPCU and work under the overall guidance of the Director General, MoFED D. Duration of Assignment: The assignment is expected to take 12 months. E.
