LEGAL-17423 - USA (San Diego, California) - Administrative Hearing Officers Services - Deadline August 25,2026

(1) Vendor needs to provide administrative hearing officers services to the government authority located in San Diego, CA. – Preside over appeal hearings requested by recipients of parking citations who have already undergone an Initial Review, which is the first level of administrative review under California Vehicle Code (CVC).  – Conduct the specified hearings in accordance with section 40215 of the CVC and able to conduct these hearings by telephone, and on occasion in person.– Administer oaths and interview appellants and witnesses.– Instruct appellants concerning their rights, legal terms and requirements, applicable hearing procedures, and substantive provisions of the law.– Determine the admissibility and applicability of proffered evidence.– Decide whether the appellant is liable or not liable for the parking citation after evaluating the evidence in accordance with provisions of law and legal principles and assessing the credibility of appellants and/or witnesses.– Communicate orally in a clear, concise and diplomatic manner to explain laws, ordinances, rules, and regulations relating to parking violations and to discuss technical information, problems and solutions with supervisors, other hearing officers, and other interested parties(2) All the questions must be submitted no later than July 27, 2026. (3) The contract period will be for five years.
