(1) Vendor needs to provide jail feasibility studies service to the government authority located in Laurinburg, NC.  – A feasibility study for a detention facility of 250 beds based on information provided from county and in accordance with state and federal standards, including ADA requirements.– Market feasibility assess the market demand for detention beds potential customers, and market size to determine if there is a customer base for detention services.– Legal and compliance feasibility analyse the design required to meet all relevant laws,– Regulations, zoning, permits, and environmental requirements.– Technical feasibility evaluate the required technology, security, infrastructure and resources needed and available that are sufficient to renovate the current detention center and add addition or build and operate a new facility offsite.– Economic and financial feasibility analyse the costs, funding sources, potential revenue,– Return on investment and financial viability to ensure sustainability.(2) All the questions must be submitted no later than July 31, 2026.
