(1) Vendor needs to provide community planning consultant service to the government authority located in Hanover, VA. • Provide design guidelines and planning recommendations, such as a revision to the existing overlay district or new overlay district, that would be used to evaluate zoning requests and develop land use regulations to ensure new development and redevelopment reflects the community’s vision for this area. • Collecting data regarding existing conditions through GIS data and site visits, including assessments of existing land uses, environmental resources/constraints, historic/cultural resources, and infrastructure, as well as a review of economic development studies that are completed and are underway.• Completing an analysis of existing housing stock, including evaluating rental vs. owned housing, the physical condition of existing housing, and potential housing needs for the study area.• Redevelopment and revitalization programs/policies: identify creative policies and programs, including incentive programs, that could encourage the redevelopment of older, auto–oriented sites along the corridor(2) Optional pre–bid meeting will be held on Aug 25, 2026
