(1) Vendor needs to provide economic development strategic plan service. – Develop an economic development strategic plan for the tribal community.– Plan will be a forward–looking strategy that identifies strengths, weaknesses, opportunities, and threats to the community's overall economic landscape.– Entrepreneurship and small business support.– Strategy will serve as a road map for building economic resiliency while maintaining the tribe's vision, mission, and values.– Initial strategic areas should include business attraction and competitiveness, business retention and expansion, entrepreneurship and small business support, industry cluster development, enhancing liability, and leveraging partners.– Analyze proposed economic development strategies and confer with staff to assess the effort, cost, outcomes, and risks associated with potential strategies.– Engagement plan with methodology and approach.– Community engagement analysis and findings.– Develop a suite of potential strategies for each identified industry cluster.– Final report should include an executive summary, reinstatement of existing tribal vision, mission, a summary of the analysis, and a recommended strategic plan organized by topic area in chapter form.– Plan should be structured as a five–year plan that aligns, organizes, prioritizes, and sequences economic development efforts across program chapters, with short– and medium–term strategies.(2) All the questions must be submitted no later than July 10, 2026.
