(1) Vendor needs to provide creative services. • Competent creative services agency to design, produce, and execute a multilingual marketing and advertising campaign promoting the city’s real estate tax assistance programs. • Develop all creative materials, manage all media placements, produce print collateral, and implement targeted outreach strategies to reach audiences most likely to be eligible.• Developing the overall campaign concept, messaging architecture, and visual identity adaptable across print, digital, video, and transit environments.• Digital & social media: paid video ads, display ads, search ads, retargeting, boosted social posts, and paid influencer content.• Develop platform–specific content strategies for TikTok, YouTube, Instagram, Facebook, X, and other platforms where homeowner audiences can be reached.• Creating digital video content for multiple platforms, including short–form vertical videos, animated explainers, and longer informational pieces suitable for social channels, paid placements, and streaming environments.• Designing creative packages for influencer partnerships and grassroots organizations, including messaging guides, video concepts, talking points, and branded content templates.• Print media: citywide newspapers, neighborhood papers, ethnic–language publications, and community outlets.• Point–of–presence channels: medical/clinic offices, supermarkets, parks, rec centers, gas stations, and other high–traffic locations(2) All the questions must be submitted no later than September 8, 2026.
