(1) Vendor needs to provide investment consultant services to the government authority located in Visalia, CA.• Portfolio optimization techniques.• Regulatory changes.• Global and macroeconomic events.• Benchmarking and performance measurement.• Cash flow forecasting.• Reporting and compliance.1. Consulting services:– Contractor shall utilize its analysts, strategists, and economists to develop prudent strategies to enhance returns as market conditions change, monitor cash flow needs, sector relationships (e.g., agency yields versus corporate yields), stress testing, and expected interest rate changes to position the portfolio to improve performance.– Contractor shall continuously monitor and timely report regulatory changes relevant to the matters covered by this agreement, including by working with governmental industry groups.– Contractor shall monitor and report on the economic outlook and events influencing the county’s investment portfolio.– Contractor shall perform robust proprietary credit and risk analysis, evaluating individual issuers, industry sectors, and macroeconomic trends to assess creditworthiness of potential new and existing issuers.2. Reporting services:– Compliance. Daily economic analysis and market trend reports shall also be provided, with availability for discussion with the county’s investment team.– Contractor shall provide monthly reporting services, including discussion of the markets, economy, and the county's portfolio, with particular attention to interest rate risk, credit risk, asset allocation, cash flow, and non–government issuers.(2) All question must be submitted no later than September 23, 2026.(3) A contract period will be for three years.
