(1) Vendor needs to provide in–car video, body–worn cameras, and cloud digital evidence management services to the government authority located in Berlin, CT.– Replace 19 in–car systems with reliable front and prisoner–compartment recording.– Provide secure cloud evidence storage and management.– Migrate existing video and associated metadata without breaking evidentiary integrity or operational access.– Reduce manual evidence handling through secure upload, categorization, retention, search, sharing, audit, and redaction workflows.– All software, licenses, hosting, security, maintenance, updates, support, user administration, audit, redaction, sharing, retention, and export functions.– Body–worn camera record at a minimum of 1080p with usable low–light performance. – Include the proposed cabin and remote officer microphone configuration.– Capture available unit, officer, date and time, GPS, speed, trigger, and camera–channel metadata.– Support bulk categorization, retention assignment, case creation, notes, bookmarks, clips, snapshots, and evidence links without altering the original file.– Create secure, expiring evidence shares for prosecutors and other approved recipients without requiring the recipient to receive a physical disk. Log recipient access and downloads.– Maintain an immutable audit trail for viewing, playback, export, download, sharing, redaction, category changes, retention changes, deletion, login, and administrative actions.– Support standards–based single sign–on and multi–factor authentication.– Migrate all in–scope video, audio, metadata, categories, case associations, retention information, and available audit information to the proposed cloud platform.– Develop a written field–mapping, chain–of–custody, validation, rollback, and cutover plan for town approval.(2) All questions must be submitted no later than September 15, 2026.(3) The contract period will be for five years.
