ESTATE-12456 - USA (Elizabethton, Tennessee) - Employee Health Insurance Brokerage Services - Deadline November 25,2026

(1) Vendor needs to provide employee health insurance brokerage services to the government authority located in Elizabethton, TN.– Includes, but is not limited to:• Partner with the Finance Department in the administration of the group health insurance and other benefits plans including responding to questions from and providing information to staff as well as providing other benefits–related advisory services throughout the plan year.• Review and analyze claims experience, claim service, and claim administration to ensure maximum benefit to County.• Determine and recommend the most cost–efficient plan arrangements for health insurance coverage to assist the County in providing county employees and their families with affordable and quality health insurance coverage.• Prepare bid specifications and solicit proposals, as needed, from insurance markets that specialize in group health insurance plans by developing a solicitation / negotiation strategy on all health insurance related services.• Participate with the County in negotiations with carriers on premiums, benefit levels, plan design, affordable family coverage, and special terms and conditions.• Evaluate bids and bidders, including administration, coverage, claim payment procedures, customer service, networks, reserve establishment policies, and financial solvency.• Provide County with in–depth analysis of proposed alternatives and assist with the process of selecting the most favorable annual renewal options.• Function as advisor on issues such as discrimination testing, Section 125, COBRA, HIPAA, Medicare, FMLA, etc.(2) All questions must be submitted no later than November 20, 2026.
