(1) Vendor needs to provide government relations and lobbying services.– Legislative and Policy Monitoringa. Monitor legislation, administrative rules, executive actions, agency policies, budget proposals, funding opportunities, and other governmental actions that may affect the City.b. Identify emerging issues and opportunities before they become significant legislative or policy matters.c. Provide timely notification to the City regarding legislation, policy proposals, funding opportunities, regulatory changes, and other matters of significance– Legislative Strategy and Advocacya. Develop and recommend strategies for advancing the City’s legislative priorities as adopted by the City Council.b. Assist the City in identifying the most effective legislative, administrative, and governmental contacts for each issue.c. Develop advocacy strategies appropriate to the issue, including direct lobbying, coalition–building, testimony, meetings, letters, briefings, and other appropriate activities.– Legislative Priority Development– Relationship Development– Funding and Appropriations Advocacy– Coalition and Partnership Development– State Government Relations and Lobbyinga.
