Infrastructure Engineer (Advisor) — Vanuatu: Pacific Islands Regional Oceanscape Program - First Phase

REQUEST FOR EXPRESSIONS OF INTEREST (REOI) INFRASTRUCTURE ENGINEER (ADVISOR) Vanuatu Pacific Islands Regional Oceanscape Program - First Phase Project Preparation Advance No. V555-VU Reference: VU-MFOMA-512237-CS-CQS The Government of Vanuatu (Gov) has received financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program (PROP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include supporting the GoV in the pre-design, preparation, procurement and contract management, and supervision of infrastructure packages to be financed under the Project, in compliance with relevant national legislation and World Bank requirements. . The Ministry of Fisheries, Ocean and Maritime Affairs (MFOMA) now invite eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Essential requirements and desirable criteria The Infrastructure Engineer (Advisor) is expected to have the following minimum qualifications and experience: Bachelor’s degree in civil engineering, structural engineering, coastal/marine engineering, or other relevant engineering discipline (Master’s degree desirable). At least 15 years of relevant professional experience in planning, design, and/or supervision of infrastructure projects, including experience with procurement and contract management, including at least five infrastructures costed above US$2 million. Experience with coastal and marine infrastructure (e.g., jetties, reclamation/sheet pile quays) and/or public building projects (including seismic/cyclone-resistant design). Demonstrated experience preparing or reviewing ToR, technical specifications, BoQs/cost estimates, and procurement documents for works and consultancy services. Demonstrated experience in construction supervision and quality assurance, including reviewing contractor work programs, method statements, progress reports, and payment certification. Demonstrated experience integrating climate and natural hazard resilience considerations into infrastructure design (e.g., cyclone and seismic design, coastal hazards and drainage). Strong understanding of occupational health and safety and community health and safety requirements for construction projects Ability to work effectively with E&S specialists to integrate E&S measures into designs and contracts. Strong analytical, communication and report-writing skills in English. Experience in small island / Pacific Island Country contexts, including working with public sector counterparts and operating in capacity-constrained environments. Desirable skills, knowledge and competencies Experience working on World Bank- or other development partner-financed infrastructure projects, including familiarity with procurement and contract management requirements. Oral and written skills in Bislama and/or French. Experience working in Vanuatu. Experience with energy efficient infrastructure, solar energy plants, low-cost infrastructure designs, and climate resilience infrastructure considerations.
