(1) Vendor needs to provide comprehensive payroll audit services and based on the findings, recommend, design, and develop a competitive, impartial, and sustainable District–wide compensation plan to the government authority located in Live Oak, TX.1. Teacher Retirement System Compliance• Creditable Compensation: Audit and verify that all reported employee earnings align with Teacher Retirement System regulations for creditable compensation, ensuring appropriate classification of performance pay, stipends, and extra–duty pay.• Employment After Retirement (EAR): Review employment records of retired personnel to verify adherence to Teacher Retirement System return–to–work limits and confirm accurate assessment and remittance of district–paid surcharges.• Reconciliation & Reporting: Reconcile monthly Teacher Retirement System reporting and annual TEAMS submissions against local general ledger accounts and payroll register summaries.• Service Credit Verification: Review work calendars, duty–day allocations, and paid time calculations to ensure accurate reporting of member service credit days.2. Internal Controls, Data Integrity & Segregation of Duties• Master File Data Analytics: Run automated data analytics across 100% of master payroll files to detect anomalies, including potential ghost employees, duplicate Social Security numbers, unverified mailing addresses, or shared banking details.• System Access & Segregation of Duties: Evaluate Skyward ERP user roles and permission sets to ensure proper segregation between Human Resources (employee onboarding/salary updates) and Payroll (disbursement/processing) functions.• Banking & Direct Deposit Protocols: Audit procedural controls for direct deposit modifications, focusing on verification workflows designed to mitigate wire fraud and phishing risks.• Off–Cycle Checks & Adjustments: Audit the authorization, documentation, tax treatment, and approval workflows for manual checks, off–cycle disbursements, and voided transactions.(2) All the questions must be submitted no later than September 1, 2026.(3) Contract period will be for one year.
