BANKING-9560 - USA (Texas) - 403(b), 457 and 401(a) Savings Plan Service - Deadline December 7,2026

(1) Vendor needs to provide 403(b), 457 and 401(a) savings plan service. – Third–party administrator (Vendor) to administer and support compliance, payroll deductions, contribution remittances, employee services, provider oversight, and retirement savings education.– The Vendor shall perform the services service for the 403(b) and governmental 457(b) plans and provide focused administration and compliance support for the agency’s employer–funded 401(a) plan.– Maintain a staffed call center to assist employees with eligibility, enrollment, account validation, deduction changes, website and mobile application access, contribution limits, transaction status, and issue resolution. State operating days, hours, time zone, holiday closures, live–agent availability, languages supported directly and through interpreters, and accessibility services.– Provide and maintain a current roster of all staff assigned to account management, including names, titles, roles, direct telephone numbers, email addresses, primary and backup contacts, and one executive support contact authorized to resolve high–level issues. Identify compliance, payroll, funding, technology, and employee service leads, relevant qualifications, and subcontractors.– The Vendor shall coordinate with HISD and authorized annuity and investment providers (Providers), including custodial account providers.– The Vendor shall provide current plan documents, adoption agreements, amendments, administrative procedures, and required notices for agency approval and adoption, and maintain them throughout the contract.– Administer and monitor eligibility, 403(b) universal availability, contribution limits, eligible compensation, applicable catch–up contributions, pre–tax and Roth treatment, election timing, and coordination of limits within and across plans as required.– Provide a secure employee website and mobile phone application through which eligible employees can initiate, increase, decrease, or stop 403(b) and 457(b) deductions by fixed dollar amount and/or percentage of eligible salary, and allocate deductions among authorized Providers and permitted pre–tax or Roth sources.– Before authorizing an initial deduction or a deduction to a newly selected Provider, obtain confirmation directly from that Provider that the employee has a valid annuity agreement or other plan–permitted custodial or investment account in place, with correct plan, contribution source, account identifier, and ability to accept funds.(2) All the questions must be submitted no later than November 30, 2026.(3) Pre–bid meeting will be held on November 10, 2026.
