(1) Vendor needs to provide agribusiness technical assistance consulting services to the government authority located in VA.– provide consultants to establish a contract through competitive negotiation for the purchase of technical business and grant assistance in agribusiness services to the agency’s potential and current clients and applicants.– Provide high quality, expert, technical business and grant assistance consulting services to the agency current and potential applicants.– Informational meetings with applicants:– Offeror shall assist applicants by explaining requirements for eligibility, program guidelines, and the application process for relevant grant and loan programs.– Feasibility studies:– The offeror should assess economic, operational, and financial viability of proposed agribusiness or rural development projects.– Strategic and business planning:– The offeror should assist applicants in the development of strategic plans for effective usage of grant funds and proper allocation of hours for economic development plans.– Grant and financing presentations and applications:– The offeror should support applicants in the presentation and preparation of project proposals.– Post–award technical assistance:– Provide post–award technical assistance to grant recipients as directed by the agency, which may include reporting guidance, supporting compliance, and documentation assistance.(2) The contract period will be for three years.
