AI-1259 - USA (Maryland) - Responsible AI Advisory and Tool Evaluation Services - Deadline September 30,2026

(1) Vendor needs to provide responsible AI advisory and tool evaluation services. – Conduct a focused evaluation of high–value AI opportunities, existing and alternative tools, organizational readiness, risks, and sustainability considerations.– The vendor will identify and clearly define organizational needs, workflow challenges, and mission opportunities where AI or another approach could create meaningful value for agency.– Review CBF–provided materials, including its AI policy, pilot findings, AI Committee notes, relevant leadership materials, and other planning documents.– Conduct structured interviews and working sessions with CBF leadership, the AI Committee, IT, and representative staff.– Clearly define the underlying problem or need before identifying AI as a potential solution.– Distinguish between needs that may benefit from AI and those better addressed through process improvement, data cleanup, conventional automation, training, policy changes, or more effective use of existing software.– The vendor must document the rationale for each prioritization and identify any significant limitations, assumptions, or information gaps that affect the assessment.– Existing AI Tool Assessment– External AI Tool and Alternative Assessment: The vendor must evaluate external AI tools, alternative AI approaches, or non–AI solutions when agency’s existing capabilities do not adequately meet a prioritized need.– Sustainability, Governance, and Responsible AI Review: This workstream must be integrated throughout the preceding workstreams rather than treated as a separate or final–stage review.– Final Recommendations and Decision Framework: The vendor will synthesize findings from all workstreams into a practical, prioritized AI strategy and roadmap that agency can use to guide future decisions without committing immediately to implementation or procurement.(2) All the questions must be submitted no later than September 21, 2026.
