(1) Vendor needs to provide consultant services to the government authority located in Pharr, TX.• Provide professional consulting services for the preparation of a five–year consolidated plan, FY 2028 annual action plan, and analysis of impediments to fair housing choice for county.• Review any revisions and additions to the consolidated plan process and the consultation process for incorporating the requirements of analysis of impediments.• Develop maps of key data elements such as income, housing, and racial characteristics.• Administer presentations at community, stakeholder, and public meetings and moderate discussions to gather community input on community needs.• Consultant is responsible for translator at all community, stakeholder, and public meetings.• Develop and disseminate bilingual resources to increase accessibility and community engagement at community, stakeholder, and public meetings.• Develop and circulate one community survey in English and Spanish.
