(1) Vendor needs to provide organizational study and staffing analysis services to the government authority located in Richmond, VA.– shall provide all professional labor, supervision, expertise, travel, data collection, stakeholder engagement, benchmarking, analysis, modeling, reports, presentations, and incidental services necessary to complete the Study.– Staffing and Organizational Analysis,– Analyze regulatory and effective staffing, vehicle coverage, response readiness, leave relief, training backfill, overtime, mandatory holdovers, mutual aid, supervisory coverage, recruitment, retention, compensation alignment, position classifications, career development, and succession planning,– Develop a quantitative staffing model addressing current operations and reasonable growth scenarios and clearly distinguish regulatory minimums, recommended operating levels, and industry–practice benchmarks,– Peer–Airport Benchmarking,– Fleet, Equipment, Technology, and Facilities,– Training, Certification, Policies, and SMS Integration.(2) All question must be submitted no later than September 22, 2026.
