(1) Vendor needs to provide promotional testing services to the government authority located in Arvada, CO. – Develop, administer, and evaluate promotional testing processes for various ranks.– This includes, but is not limited to, the ranks of Engineer, Lieutenant, Captain, and Battalion Chief.• Conduct job analysis and validate promotional criteria for each rank.• Collaborate with AFPD stakeholders to define competencies and assessment tools.• Design and administer a fair and legally defensible promotional process for each rank, which may include:o Written examso Practical exerciseso Assessment centerso Oral interviews or structured oral presentationso Incident command simulations• Provide secure development and delivery of all testing materials.• Score and analyze results based on district criteria, providing a ranked eligibility list.• Offer feedback and summary reports outlining process effectiveness and candidate performance.• Provide professional candidate reports with actionable feedback focusing on performance improvement and development based on assessor input and candidate performance.• Ensure all processes are consistent with federal and state employment law, guidelines, and best practices in public safety promotional testing.(2) All the questions must be submitted no later than July 24, 2026.
