(1) Vendor needs to provide marketing and communication services.• Provide end–to–end marketing and communications services that support the public launch, community awareness, and employer participation in agency.• Design visual identity assets as needed.• Produce creative materials such as flyers, brochures, social media graphics, and videos.• The selected contractor will be responsible for developing and extending brand assets, including culturally competent messaging and a complete branding package for campaign use.• Provide technical website development or hosting maintenance.• Website content supporting digital brand assets, web–ready graphics, templates, and translated text blocks—is required for web properties.• Develop statewide media plans using local, ethnic, cultural, and neighbor island outlets.• Develop digital marketing strategies including social media, display ads, email, and video.• Provide technical website development or hosting maintenance.(2) All questions must be submitted no later than August 11, 2026.
